Internet problems persist in Zimbabwe

Internet users in Zimbabwe continue to experience slow and intermittent service, almost 6 weeks after two separate shipping accidents severed a crucial internet and phone link for the region.

SW Radio Africa correspondent Simon Muchemwa reports that internet speeds were frustratingly slow over the weekend and on Monday. On Tuesday the service appeared to be improving. One of the Internet Service Providers (ISP’s) Powertel had to issue a statement explaining that the problem was beyond their control.

In February a ship dragging its anchor off the coast of the Kenyan port city of Mombasa severed an undersea cable that cut off some nine African countries, including Zimbabwe. Engineers warned the repairs could take up to a month.

Another cable severed in two is known as EASSy and is owned by the West Indian Ocean Cable Company (WIOCC). The WIOCC is jointly owned by 14 major telecom operators in Africa, including Zimbabwe’s TelOne. Experts say Zimbabwe was hardest hit by the accident which cut the cable.

Last month Information and Communication Technology Minister Nelson Chamisa also told us his ministry was inundated with complaints about poor internet speeds. On Tuesday Muchemwa said mobile phone networks were also having problems with crossed lines and people were struggling to top up their airtime.

WELL KNOWN BULAWAYO LANDMARK IN NEED OF HELP

For 50 years Eskimo Hut has been a part of the Bulawayo 'scene'.
Generations have grown up visiting this popular and well known landmark for their 'Ice cream' treats. It was for many years
the 'hang out' for teens and young adults who would gather in the car park and show off their latest 'wheels' - Renault's,
Cortina's and the like.

It prospered through the busy Trade Fair years when it served Pies, Hot Dogs and toasted sandwiches as well as its well known Ice cream.

It survived through the difficult economy and is still serving todays generation of customers.

Even though there have been changes and upgrades over the past few years, Eskimo Hut has now been told to 'move on'.

vThe conversion of some streets in central Harare into one-ways begins on Sunday while council will soon


convert some streets in the central business district into pedestrian malls. The city says the conversions were

approved in 1994 and lack of funding has been stalling the project. The measure is meant to reduce congestion while

allowing free flow of human and vehicular traffic. 6 roads are earmarked for conversion into one–ways.

On Sunday the city begins the conversion of South Avenue into a one way street with traffic flowing east-wards from Angwa Street to Wynne Street.

Inez Terrace will be converted so that traffic on the road flows in a southerly direction from Nelson Mandela Avenue to Kenneth Kaunda Avenue.

The other roads will be done in phases with traffic on the whole of Robert Mugabe Road flowing east-wards from Rotten Row up to the intersection with Fourth Street.

The third phase will see traffic on Leopold Takawira flowing in a northerly direction from Charter Road to Samora Machel Avenue, while that on Chinhoyi Street will flow in a southerly direction from Samora Machel to Charter Road.

The pedestrian malls were approved in 1994 when the city designed its transport master plan.

Harare has two pedestrian malls First Street and the stretch of Speke Ave from the corner of Inez Terrace to Julius Nyerere Way and from Rezende Street to Cameron

Street. The additional pedestrian malls are planned on the stretches of George Silundika from Sam Nujoma to the Main Post Office, Inez Terrace to Speke Avenue, the stretch from Speke Avenue to Rezende Street and the whole of Rezende Street to Bank Street and from Bank Street to Market Square

Boreholes

Dear Resident


You might or might not know that many boreholes in Harare have either run dry completely or will only pump for short periods of time. This is undoubtedly a result of so many holes being drilled over the past few years as well as the irresponsible usage of borehole water.

The water table has fallen to disastrous levels and is still falling. Ultimately all boreholes will either run dry completely or only produce water for short periods of time with a long recovery period before the flow is resumed.

The water table is replenished only by rainfall and this replenishment commences from the level of the water table at the onset of the rains. If one assumes continual normal rainy seasons (and this is a big assumption) and a continuously falling water table due to excessive offtake, even the replenished level will fall from year to year. If evidence is required that the table is falling continuously consider this. My borehole ran dry for the first time in November 2008. In 2009 it happened in October, 20010 September and 2011 August. Before 2008 it was a prolific borehole.

In simple terms demand is ever increasing and supply remains static. Because of this we all need to take a new look at how we use borehole water.

Many people are still maintaining an emerald green lawn despite this situation, some are even keeping their verges green. This is a luxury that none of us can afford. Watering of lawns and verges accounts for approximately 90% of borehole water usage. For those fortunate enough to still have sufficient water to keep lawns and gardens green, and who utilize that capacity, it is only a matter of time before your boreholes start to deliver water sporadically or not at all. Remember, those of us with marginal or dry boreholes are paying the price for your profligate use of this precious commodity. None of us get municipal water with any regularity (if at all) and all of us rely on our boreholes or bought water for our domestic requirements,
If evidence of the effect that watering of lawns has on the water table is required, consider this. At midnight (when nobody is irrigating their lawn) my borehole will pump water continuously for 10 minutes. At midday when the sprays are out in force my borehole will produce water for 3 minutes.

As a community, the time has come to take concerted action to conserve this precious resource. With concerted action the water table can recover. I am presenting a short list of suggestions which I hope you will all follow.

(1) Stop watering your lawn and verges immediately. If you do nothing else, do this. Remember watering lawns and verges is 90% of the problem.

(2) Consider changing your lawn grass from the broad bladed (Durban, Buffalo, Kikuyu) water thirsty grasses to a narrow bladed evergreen. This will go brown in winter and recover instantly at the onset of the rains. This is after all the natural cycle in Africa.

(3) Water your vegetable garden and flower beds from a watering can.

(4) Wash your car from a bucket.

I hope you will give this your consideration and act upon it. For those who have already made this decision, well done and thank you. Please help to spread this message. Once the majority have accepted the necessity of this course of action the rest will follow. The water table can recover but only if everyone plays their part.

Ann Murphy

For all those who were connected in anyway with Matabeleland tennis, I am sure they will be very sad to learn of the death of Ann Murphy - wife to Phil and mother to Colleen and Sharon. Ann passed away peacefully on 29th February after suffering a heart attack a few days earlier. There was a memorial service for her today at the Methodist Church in Kloof - KwaZulu Natal.


Ann was very involved with Junior tennis in the 70 s / 80 s and managed both Matabeleland Junior teams and Rhodesian Junior Teams. She was also a very loyal member of Suburbs Tennis club along with Phil and youngest daughter Sharon who I think went on to represent Matabeleland at junior level.

I am sure there will be a lot of folk who will be very sad to learn of her passing and it is with great fondness that we remember her.

Warning

A warning to fellow joggers, this morning at 5.15 I was violently attacked by an African male wielding a knife, along Borrowdale road just after Dandaro.He attacked me from behind tried to rip off my shirt and stab me at the same time. My screaming alerted the Dandaro guards, with this he fled, leaving me in the middle of the road, thankfully I am ok a little shaken but alive..hope this can help any other runner.

There has been quite a few times, young men trying to sell tortoises outside of Latombo Spar over the last few months. We have rescued 2 so far and let them go at the lower part of our garden and they have wondered off into the bush nearby which is very large empty lane next door.

Not long after reading the section of this e-mail about police harassment, I had a call from my daughter. She was in quite a state as she too had just been through an experience with the police where she was accused of going through a red light. They threatened her with the cells. When she commented that she had two babies with her in the car and what was she going to do with the children they told her to call her husband to collect the children. He then asked her to count out her money which she duly did, she only had $50 on her. He then told her to "fold it up because what you are doing is illegal" - in other words she was paying a bribe according to him. I personally have experienced a problem with police at the traffic lights on Connaught/Argyle Hill Rds in Avondale, where they accused me of going through a red light when I knew full well that the lights were green. Where is this all going to end and what can we do about it!

My wife came home at about 1530 hours on Thu afternoon, her last port of call being TM at Borrowdale. As she walked into the house the gate bell went and over the intercom a male voice said he was from the police and my wife had made an illegal turning across oncoming traffic. Fearing that it might be more police harassment, she declined to open the gate or to go to the gate to meet with the guy. Nothing further happened.

In retrospect, she vaguely remembered seeing a silver car following her, but at some distance, from about the Steppes/Ridgeway intersection. That car had dropped further behind when it got caught up in the traffic circle at Chisipite, so she was able to get inside the property and close the gate before the car could get close.


t seems that the hold up at the traffic circle thwarted their plan which was to follow my wife in the gate. When that did not work they then tried to get her to the gate by pretending to be police. It's common practice for thieves to select their intended victims in shopping centre car parks, but people should also be very wary of allowing people inside their properties who say they are the police.


Anti Poaching

Many of you already know that Pete, and Bryce Clemence his son, have undertaken a programme to assist National Parks in up-trading the training of their Rangers and anti-poaching units.


Due to all sorts of constraints in recent years, many of these young Rangers were coming out of basic training and straight into the field without the proper skills, or equipment, they needed to do the job required of them. Pete and Bryce are taking groups of them and up-grading their skills in tracking, tactics, weapon handling, communications and other vital knowledge if Parks are to succeed in apprehending poachers.

The results have been encouraging recently and there are now many more success stories in taking out poachers and also their network, some of which are based in Zambia and other places.

HOWEVER they are appealing to the Public for help. Bear in mind if you even have only one item on the list below, it is one more than they had before. They are grateful for all and any donations in kind or in cash, to keep going.

you are seen driving and talking on your mobile phone at the same
time:-
1. You will be asked to pull over;
2. You will have to drive to the nearest Police station and sign
an admission of Guilt and a docket will be opened against you for
breaking the law;

3. The Police will not lock you up once you sign the Guilt form
but you will thereafter be summoned to go to court depending on the
Magistrate you get on the day you can be fined starting at US$1500 to
upwards of US$5000
AND also if the Magistrate feels you need to be taught a lesson or
made an example of you can also go to JAIL for a minimum of 2 weeks.

5. Please note there are NO SPOT FINES for this offence.
6. Do not attempt to pay your way out of this situation if you
don’t have a minimum of US$500 on you then you don’t have enough you
will be going to the Police Station anyway.
You are allowed to use a Hands Free Kit while driving.

Roadside Puppy Vendors

Roadside Puppy Vendors: The on-going battle with roadside puppy vendors continues. A number of puppies have been confiscated by VAWZ Inspectors – in one case 12 taken off a man along Sherwood Drive. Thanks to assistance from the Police at Mbare, two vendors were arrested along Simon Mazarodze and the three pups confiscated. VEHICLE FIRE EXTINGUISHERS : Police roadblocks now checking ‘date of last servicing’


Police roadblocks have now started checking whether you have had your fire extinguisher ‘serviced’ at the 6-monthly intervals stipulated on the supplier’s adhesive label.

Below we outline the law – and give some information about the 6-monthly service.

The relevant section of the 75-page regulations, contained in SI 154 of 2010, is section 53 – ‘Spare wheel, tools and fire extinguishers: all vehicles’. The relevant extract is as follows –

(1) No person shall drive a motor vehicle… unless the vehicle is equipped with

– (d) in the case of

(i) a light motor vehicle, a serviceable fire extinguisher of a (size) commercially known as 0,75 kilograms; or

(ii) a heavy vehicle, a serviceable fire extinguisher of a size commercially known as 1,5 kilograms.

(2) Every fire extinguisher… shall be

(a) of a type and make approved by the Standards Association of Zimbabwe, which approval shall be visibly marked on the fire extinguisher; and

(b) secured at an easily accessible and visible position within the cab of such vehicle.’

The legislation does not stipulate periodic servicing. However, it does stipulate a ‘serviceable’ (i.e. a working) extinguisher – and since the product is pressurized, it makes sense to periodically check it since a non-functioning extinguisher will be worse than useless if your vehicle catches fire.

Zimbabwean distributor Fire Armour Services yesterday charged $3 to re-pressurize my vehicle fire extinguisher and affix a new adhesive label showing month/year of service, technician’s number, ‘S’ to signify ‘serviced’, and when the next service is due (in 6 months time). The process, including receipting, took 10 minutes. It is important to check the new label shows/does not obscure the SAZ-approved mark, since the police will no doubt look for that.

For general information, Fire Armour Services are situated at 4 Craster Road, Southerton, Harare. Hours are 8 to 1 and 2 to 5. It is always advisable to phone ahead to check that technicians are available and not out on their rounds. For another $3, FAS will fit the extinguisher in the cab of your vehicle. And if you have not yet purchased one of the requisite fire extinguishers, the company also stocks those.

A warning to fellow joggers, this morning at 5.15 I was violently attacked by an african malewielding a knife, along borrowdale road just after Dandaro.He attacked me from behind tried to rip off my shirt and stab me at the same time.My screaming alerted the Dandaro guards, with this he fled, leaving me in the middle of the road, thankfully I am ok a little shaken but alive..hope this can help any other runner.

There has been quite a few times, young men trying to sell tortoises outside of Latombo Spar over the last few months. We have rescued 2 so far and let them go at the lower part of our garden and they have wondered off into the bush nearby which is very large empty lane next door.

Not long after reading the section of this e-mail about police harassment, I had a call from my daughter. She was in quite a state as she too had just been through an experience with the police where she was accused of going through a red light. They threatened her with the cells. When she commented that she had two babies with her in the car and what was she going to do with the children they told her to call her husband to collect the children. He then asked her to count out her money which she duly did, she only had $50 on her. He then told her to "fold it up because what you are doing is illegal" - in other words she was paying a bribe according to him. I personally have experienced a problem with police at the traffic lights on Connaught/Argyle Hill Rds in Avondale, where they accused me of going through a red light when I knew full well that the lights were green. Where is this all going to end and what can we do about it!

My wife came home at about 1530 hours on Thu afternoon, her last port of call being TM at Borrowdale. As she walked into the house the gate bell went and over the intercom a male voice said he was from the police and my wife had made an illegal turning across oncoming traffic. Fearing that it might be more police harassment, she declined to open the gate or to go to the gate to meet with the guy. Nothing further happened.



In retrospect, she vaguely remembered seeing a silver car following her, but at some distance, from about the Steppes/Ridgeway intersection. That car had dropped further behind when it got caught up in the traffic circle at Chisipite, so she was able to get inside the property and close the gate before the car could get close.



It seems that the hold up at the traffic circle thwarted their plan which was to follow my wife in the gate. When that did not work they then tried to get her to the gate by pretending to be police. It's common practice for thieves to select their intended victims in shopping centre car parks, but people should also be very wary of allowing people inside their properties who say they are the police.

con man

I think that people need to be made aware of a con man who is doing the rounds. I have heard he has managed to take money off a well known artist, a travel agent, and last week he arrived at my nursery school.


He arrives at the place of business, proceeds to act very clued up on whatever the nature of the business is (i.e. discusses the various pieces of art he has bought, the destinations he is flying to, etc.), and claims he wants to make a substantial purchase / order - in my case he wanted to enroll his THREE children in my school. Whilst arrangements are being made he receives a phone call regarding his son, who is ill and requires three pints of blood. Apparently the doctor wants cash before he will issue the blood. He always takes this call in front of the person he is dealing with, so that we become aware of his situation. After becoming familiar with the target person, and making them feel that they have secured a legitimate business deal (generally by insisting on invoices), he asks to borrow the money, since the banks are usually closed at the time. For some reason he left without asking me for any money, and I suspect that it was because my school is not open in the afternoons, so there was no reason for us to meet again after the bank’s closing time. After receiving an e-mail this afternoon explaining how he had pulled of his scam on an art dealership it was obvious that it was the same guy, as most of the details of the story he fed me, and the story he fed them were the same. I was instantly weary as I overheard his phone conversation, as I remember reading about a similar story regarding the travel agent a few months ago, and based on this if he had asked me to borrow money I was not going to agree. He is obviously very busy at the moment, and perhaps by sending out this e-mail more people will be saved from this scam.

Lorna Wendy Tink passed away on Wednesday 22nd February 2012. It is with sad and heavy hearts as we said farewell to our dear Lorna, wife, mother, grandmother, daughter and sister.

Lorna was very brave and courageous as she faced her cancer. Her daily strength, courage and positive attitude was an inspiration to us all. Thank you for all the teaching and lessons dear Lorna.
